Rep: Miro Quimbo: “We just want to announce that we filed at 2:39 this afternoon a request for the issuance of the subpoena. It is a subpoena testificandum, subpoena duces tecum. Fi-nile namin yung request for the issuance of the subpoena laban sa o para magpakita si Chief Justice Renato C. Corona, Cristina R. Corona, si Carla R. Corona-Castillo, Constantino T. Castillo III, Francis R. Corona, Czarina R. Corona. Amin ding hiningi sa Senado na kung pwede i-produce ng mga nasabing mga tao, sa pangunguna ni Chief Justice, lahat ng mga titulo, lahat ng mga ibang dokumento na may kinalaman tulad ng deed of absolute sale, deed of conditional sale, deeds of donation, deeds of assignment or transfer, contracts of lease, reciepts, checks for lease rentals, purchase checks, certificates authorizing registration or yung CAR, tax declaration of real property, other documents relating dun sa iba’t-ibang dokumento.

Lahat din po ng income tax returns ni Chief Justice Corona, ng kanyang asawa, si Cristina R. Corona, at ng kanyang tatlong anak at kanyang son-in-law mula 1991 hanggang 2011. Patungkol din po dun ay in-identify po namin, base sa dokumento ng Land Registration Authority, ang umaabot ng 45 properties na nakikita sa iba’t-ibang lugar dito sa Metro Manila na nasa pangalan ni Chief Justice Corona at ng kanyang pamilya. Nirequest po namin ang subpoena para magpakita po si Chief Justice at ang mga nasabing ibang tao sa January 16 para po mapanimulan na po natin yung trial on the merits. We have provided a copy of the request for the issuance of subpoena on opposing counsel bago po natin sinubmit. Umaasa po kami at dalangin po namin ma-issue po agad yung subpoena para po maisagawa na po natin yung trial on the merits, so we can already present, particularly, our ground number 2.”

Q: “Meron na ba kayong SALN ni Corona?”

Rep: Quimbo: “Wala pa ho. Hindi namin alam kung meron ho siyang SALN hanggang ngayon. Ang huling nakarehistro po sa talaan ng pamahalaan ay year 2002 po na SALN.”

Q: “Sir, yung 2002 SALN nandun po yung 55 properties na binabanggit?”

Rep. Quimbo: “45 properties. Sa mabilisan lang po, ang naka-identify lang po na properties niya doon sa kanyang pinakahuling SALN ay hindi po umaabot ng 5. So ibig po sabihin, halos 40 nung mga properties na nadito at wala po dun sa kanyang SALN.”

Q: “Ano po yung pinaka-latest na SALN?”

Rep. Quimbo: “Ang meron po tayong huli ay yung 2002.”

Q: “How much?”

Rep. Quimbo: “Ah, 13.9 Million ang kanyang net assets doon. Ang kanyang assets doon, 14.9. Liabilities, 1 Million. So, 13.9 yung kanyang net assets noong 2002, yung huling hawak natin na SALN. At karamihan, 40 nung properties na naandito, o titulong naandito, ay hindi namin nakikita doon.”

Q: “Magkano kaya ang estimate niyo doon sa 45 properties?”

Rep. Quimbo: “HIndi po natin mabibigyan ng estimate. Pero kasama na po dito yung inamin na po niya na Velagio penthouse sa the Fort.”

Q: “Ilan yung condo, ilan yung house and lots?”

Rep. Quimbo: “Halo-halo po. May lot, may house and lot, meron pong mga condominiums.”

Q: “All under his name or (inaudible)?”

Rep. Quimbo: “Mostly under his name.”

Q: “How about the children?”

Rep. Quimbo: “Some are under the name of his children, pero nakikita po natin na marami po dito ay nanggaling din po doon sa kanyang asawa, o sa kanya mismo at binenta sa mga anak.”

Q: (Inaudible)

Rep. Quimbo: “Meron din po kaming nakita sa mga public documents. We don’t to get into the merits of the case. So, linawin lang po natin ay pinapaliwanag po natin na nag-request na po tayo para po makapagsimula na po tayo ng trial, para po ma-identify na po natin yung mga dokumento patungkol po sa mga titulo at patungkol po kung papaano po nila na-acquire itong mga properties na ito.”

Rep. Quimbo: para po makapagsimula na po tayo ng trial para mas mabbreviate para maidentify na po natin yung mga dokumento patungkol po sa titulo at patungkol po kng papano nila naacquire ang mga properties na ito.

Q: ung 45 nakapangalan kay CJ? O halo halo na?

Quimbo: halo halo na po. We will provide you a copy later.

Q: ung 45 (inaudible)

Quimbo: Yes

Q: that’s why you were able to identify (inaudible)

Quimbo: Yes

Q: tingin mo dadami pa

Quimbo: hindi pa ho natin alam kasi yung ating pong grupo which is in charge of the prosecution on ill gotten wealth ay patuloy pong binavalidate. Marami po dito talagang hawak nang matagal pero recently lang po talaga nabavalidate. but I will not take it away from them kung meron pa ho tayong makita iba pang properties even abroad.

Q: anong years

Quimbo: mostly, mostly bago po. Meaning Chief Justice na po sya pero para siguro po para wag na nating pag-usapan masyado ung merits ang masasabi lang po natin dito is in last 2002 SALN at least 40 of those properties wala dun sa kanyang SALN nung 2002.

Q: sa loob ng 10 taon (inaudible)

Quimbo: ano sa tingin mo

Q: as a lawyer (inaudible)

Quimbo: nagdadala siya ng napakaraming malalalim na tanong na kung papaano sa hindi umabot ng 10 taon ay nakapag acquire ng ganito karaming properties. Siguro yun ang tanong na maari nating itanong

Rep. Tanada: kaya nga sa statement mentioned earlier was the last SALN of Renato Corona 5 lang ang nakalagay. So you can just conclude that when he was appointed to the not necessarily CJ but appointed to the SC he accumulated properties.

Q: sigurado madami ding (inaudible) nakapagbili ng properties (inaudible). Meron ba kayong bank accounts (inaudible)

Tanada: Remember there’s a secrecy of bank accounts so unless we request for a subpoena for the clearance to inquire into the accounts

Q: inaudible

Rep. Angara: well un nga sinabi ni Cong Tanada meron Bank Secrecy law pero isa pong exemption sa Bank Secrecy law ung impeachment procedure so maari nating.

Q: so possible sir

Angara: Possible pong isubpoena yung mga records na un

Quimbo: ito sa Pilipinas lang. siguro dagdagan natin un dun sa bank accounts. Kaakibat ung bank accounts are shielded from because of privacy law partikular ung bank secrecy law pero sinabi na nga na exempted ang exemption ang impeachment pagdating sa Bank Secrecy law. So in the course of the trial patungkol dito sa pagbili ng mga 45 properties na ito ay magiging natural un na tingan din natin kung papano nabili dahil kailangan ito’y ipaliwanag. So un ang dahilan kung bakit tayo nagkakaroon ng press conference gusto nating ipaliwanag itong request pinafile namin at kung bkit namin ipinafile at kung saan papunta ito.

Q: wala ba siyang negosyo dito?

Angara: hindi po natin alam kasi ndi nga nagpafile ng SALN. Un sana ang layunin ng SALN malalaman mo kung anong mga negosyo ng isang tao kung mayaman ang asawa kung mayaman ang anak. Pero in the case of CJ Corona wala po tayong alam.

Q: sir may na identify na kayong (inaudible)

Quimbo: bawal, wala pa, hindi pa pero

Rep. Quimbo: Sa tingin namin lahat ng ebidensya ay malalakas. Hindi natin kailangan ng isang kagulat-gulat o kagimbal-gimbal. Sa tingin namin nung nakita naming lahat ng properties lamang na ito, na wala sa kanyang SAL-N nuong 2002. That in less than nine years, na-accumulate niyang lahat ito.

Because the only assumption that we can make is that lahat ng properties ina-ccumulate in the last nine years because wala duon sa kanyang SAL-N nuong 2002. Wala tayong ibang pwedeng konklusyon na magawa at siguro, yun ang talagang mabigat na kinakailangang ipaliwanag. Wag na siguro natin pag-usapan yung mga bank accounts kasi right now, talagang wala pa kaming pinag-uusapan ho diyan.

Q. (Inaudible) … sa article (inaudible)
Rep. Quimbo: Yes, you only need one ground. And sabi nga natin… madalas nga natin sinasabi na yung violation dito is not the fact na hindi fi-nile ang SAL-N or hindi maaaccess ang SAL-N. Ang violation dito y nakikita natin na yung pag hindi pag-pa-file o hindi pagdi-disclose ng SAL-N ay nagiging bahagi para itago ang maaaring mga ill-gotten or unexplained wealth.

Kaya nga sinasabi natin na importante may SAL-N pero hindi natin nakikita kaya’t the no-filing of it, parang naitutulak yung conclusion na maaari talagang may ill-gotten wealth. Pero yan ay merit sa kaso, yan ay pag-uusapan ng Senado.

Q. (inaudible) SC?
A.Rep. Quimbo: May dalawa na pong nagtanong sa kanila at malinaw rin po yun. Kinuha na rin natin yung testimonya ng dalawang organisasyong ng taong humingi nun … hindi binigyan o pinagkaitan so hindi pa ho kami binibigyan. Pero eventually, pati ho yun ay sigurado po iyun ay isusubpoena natin.

Q.(male) kung nag-file? Meron o ayaw lang ipaakita?
Rep. Quimbo: Wala kaming alam. Pero hindi naming alam whether nag-file. Hindi namin alam kung meron. Hindi namin alam kung na-doktor. Wala kaming alam. Because patuloy nilang itinatago.

Rep. (?) Ayun sa organisasyon na humingi ng kopya yung grupo ni Harvey (inaudible) me sulat mula kay Chief justice Corona na nagsasabi na “Please REFER TO” the Clerk of Court. Wala rin silang natanggap. Unlike yung kay Justice Carpio and Justice Melo (?) that replied tapos yung three other justices informed him that it would be taken up in an en banc session.

Q. Yung initiative coming from the (inaudible)
Rep. Quimbo: Hindi tama yung okasyon dahil nagsimula na yung trial so lahat ng gagawin nating hakbang ay kinakailangang dumaan sa presiding officer, who is the Senate President.

So gagawin po natin yun pero inuna muna natin yung mga subpoena. Ang susunod po nating hakbang ay yung pag-subpoena nung Clerk of Court pati na rin yung SAL-N. Natural naman yun. Tingin ko ine-expect nila yun pero hindi natin puwedeng gawin yung on our own na susulat lang tayo.

Rep. Quimbo. Sabihin lang natin yung mga lugar. Meron po sa Makati City, Paranaque, Pasay, Taguig, QC at sa beautiful city of Marikina, meron di pong properties po dun. Hindi pa ho natin nasusukat. We will. This is a public document, so it has already been filed by the Senate. So we will provide you with a copy. Next to the request for a subpoena.

Q. (inaudible) impeachment …. They started (inaudible).

Rep. Quimbo: Tingin ko nagsimula ang pagguho ng pagtingin ng publiko sa Supreme Court kung meron mang pagguho simula nang pinagtaksilan ni Chief Justice Corona yung kanyang katungkulan sa taumbayan. At lalong-lalo na kung sa patuloy na nakikita nating ibat-ibang bagay, although ayaw nating pangunahan ang Senado. Kung ninananis nating ibalik ang tiwala ng taumbayan sa ating Korte Suprema.

Lahat kaming nasa harap ay pawang mga abugado. Lahat ng mga public prosecutors natin sa kongreso ay mga abugado din. Ito ay mapait, masakit na proseso para pagdaanan naming lahat. Marami kaming sa tingin naming ay maraming mas improtanteng dapat gawin, pero mas nananaig ang aming malalim na obligasyon sa ilalim ng Konstitusyon para maibalik natin ang tiwala dito sa ating Korte Suprema.

Rep. Tanada: Dagdag lang diyan. Hindi lang ang Supreme Court ang nag (inaudible). Ang nagguho talaga jan ay si Chief Justice Corona. So the institution remains and we have a high respect for the institution. The problem is, yung nagpapatakbo ng institusyon ay may problema. Dun nagkakaron ng pagdududa ang ating mamamamayan at ipapakita nga sa impeachment trial na tinalikuran po ni Chief Justice Corona ang kanyang sinumpaang panata bilang Mahistrado ng Korte ng PIlipinas.

Rep. Tanada (?): Kami ay hindi sumasangayon sa statement ni Court Administrator Midas Marquez. Naniniwala kami na pagkatapos nitong impeachment trial ang Korte Suprema at ang mga institusyon ng PIlipinas pagkaraan ng impeachment trial ay lalabas na mas malakas ang demokrasya natin at mas matatag.

Rep. Qumbo: It is not the fault of the SC, it is the fault Chief Justice Corona on why the SC is crumboing. We respect the institution and we believe that after we gone through this process, we would have even created a reformed SC that would bring the trust back of the people.

Rep. Angara: The impeachment process is a process that is designed to save the Filipino people from undesirable public officials. It is to save the body politic. And it is to improve the democracy to strengthen our democracy.

Rep. Quimbo: The court administrators be mindful and once again we have to repeat that the … when we impeach an individual we follow the Constitution and it is time for him to accept that this is not an attack on the judiciary who, as a whole is full of judges who are competent, independent and, at the same time, have integrity.

It is time to for him to accept that this is not an attack on the judiciary, this is a constitutional process that seeks to remove a chief justice that has betrayed the public trust.

Rep. Angara (?) Paulit-ulit po nating sinasabi na ito ay laban kay Chief Justice Corona lamang at hindi sa buong Korte Suprema.

Rep. Tanada (?): I’d like to remind Atty. Marquez that there are already spokespersons that appointed to speak on behalf of Chief Justice Corona. And since he already announced his spokespersons, I think he should refrain from speaking because he may also be one of the causes why the SC’s image is crumbling.
